Caracas, July 19, 2004.- Smartmatic Corporation, a Boca Raton-based provider of highly secure device-networking technologies, today announced the national test pilot of its electronic voting system (SAES) was 99.8 percent successful. The referendum pilot, a full-scale national voting simulation, was designed to test both the voting system and SBC Consortium's operations and logistics infrastructure for the upcoming Venezuelan Presidential referendum.

"With a 99.8% success rate, the election pilot definitively demonstrated the reliability and effectiveness of our electronic voting solution. Out of 4680 SAES3000 machines tested, 4632 machines fully performed all functions - from registration to voting to printing a paper trail to transmitting data," said Smartmatic chief executive officer Antonio Mugica.

In addition to the success of the 4632 machines, the other critical technical aspects of the pilot also performed flawlessly - no errors occurred in the transmission of data, and both the national tabulation center and the back-up tabulation center received and totaled the vote with complete accuracy.

The forty-eight machines that experienced technical malfunctions were rapidly replaced, enabling the voting centers to successfully continue the balloting process. The actual rate of technical malfunction (.2 percent) was significantly less than the expected rate (1.5 to 2 percent).

The operations and logistics contingency exercise involved 2316 voting centers (50 percent of the total) responding to potential issues including the following: operator absences, telecommunications glitches, electrical failures and equipment shortages.

The contingency results exceed expectations dramatically. More than 60 percent (or 1390) of the tested centers were able to correct all problems and remain fully functional. As a result, out of the total voting centers involved in the pilot and contingency test approximately 80 percent (or 3706) were completely operational - this result exceeded the target by 20 percent (or 927) centers.

"Our goal was to put ourselves to the toughest possible test, and we are gratified to report our ability to correct operational and logistic issues more than met this demanding challenge. This capability combined with our electronic voting system's outstanding technical performance virtually assures our Consortium's ability to provide a transparent, secure and auditable election," added Antonio Mugica.

The SBC consortium has identified specific operational issues to address, with a particular emphasis on logistical coordination, and the Consortium will move immediately to put in place plans to improve performance.

Scope of Test Pilot Program
On July 18, 2004 a National Referendum Pilot and Contingency Test of the Venezuelan voting system was conducted. This test was designed to evaluate, among other things, the physical installations, hardware, operating systems applications, database and data transmission systems of Smartmatic's Automated Electoral System (SAES).
